Changes to bulk billing incentive payments take effect from 1 November 2025.
Eligibility for Medicare Benefits Schedule (MBS) bulk billing incentives (BBIs) will be expanded to all Medicare-eligible patients.
Currently, only children under 16 and Commonwealth concession card holders are eligible.
The Bulk Billing Practice Incentive Program (BBPIP)
From 1 November 2025, the Australian Government will support thousands of general practices to bulk bill every patient, with the launch of BBPIP.
Practices participating in BBPIP will receive an additional quarterly 12.5% incentive payment on MBS benefits paid from eligible services, split evenly between the GP and the practice. The even split of the BBPIP incentive payment recognises the role of both practices and GPs in delivering bulk billed services to patients.
Accredited practices can prepare by registering for MyMedicare. Instructions on how to do so are available on the Services Australia Health Professional Education Resources website.
To participate in BBPIP, practices will need to:
- Bulk bill all eligible services for every patient
- Promote their participation in BBPIP as Medicare Bulk Billing Practices in the National Health Service Directory (NHSD)
- Be MyMedicare registered*
*Currently unaccredited practices that wish to participate in the BBPIP will be exempt from MyMedicare accreditation requirements for a period of time yet to be announced.
